Episode Summary
In a marketplace in Little Caribe, two groups of dealers begin a deal [Dogs of War], but there's a problem. The buyer, De La Cart, has only brought half the money that was agreed upon. He also insults the sellers, calling them peasants. Their retaliation for his arrogance is repaid in a hail of automatic gunfire. After he's shot down in the street, the seller walks away, dropping a dead chicken on the body.

Tubbs, Switek, Castillo go over information at the crime scene, confirming that De La Cart would have been making a buy. Castillo tells Tubbs and Switek to find out who the seller was.

At a nearby club, Tubbs and Switek roust a former co-worker of De La Cart's, saying they want to know who hit him because they want payback for a friend who was killed in the shootout. The man runs rather than give them the name. Finally the terrified man tells them that De La Cart was hit by someone named Borrasca.

Back at OCB, the team goes over the information they've received about Borrasca. DEA reports that Borrasca's a counter-revolutionary, fanatical group including the leader El Martillo, also known as Borrasca. Since they currently have no way to get inside down in that area, Castillo turns to an old friend, retired detective Arturo Uribe. Uribe agrees to go under and see what he can find out.

Uribe gets the information he's looking for from some old friends in a bar, finding out where the ship is docked. After surveilling the ship, he sneaks on board to see what else he can find, but while watching Borrasca talk deal with a woman, he's overheard and escapes into the harbor. One of the men from the bar tells the guards that he thinks he knows who the spy was.

Switek checks in with OCB from the restaurant where he and Tubbs are waiting, but he also places a bet. They are told to go see Arturo, that he's got the information they need.

Back at Arturo's woodshop, several men break in, and proceed to beat and chop him and one of his apprentices with machetes. Tubbs and Switek arrive too late, seeing only the aftermath of the execution.

Castillo reminisces momentarily about his friend, Tubbs and Switek are speechless. But he gives them a lead to follow...Lucia Meron.

They find her at a club she owns [I Want Your Hands On Me], and watch her, eventually spotting Borrasca and Ramos coming to talk with her. Tubbs makes a move on Lucia, asking for an introduction with Martillo, but she declines.

Outside the club, Tubbs and Switek make a move on Ramos, forcing their way into the play to get their meet. But on their way out, they're intercepted by a stranger and told to give "Marty" a message -- back off of Borrasca.

Back at OCB, after hearing about the incident, Castillo identifies the mystery man as Reese, someone who works sometimes as freelance, sometimes as government operative. Despite the warning, Castillo tells them to proceed with their meeting with Ramos. Next day at the beach, Tubbs and Switek approach Ramos, but he's already dead, shot through the heart.

Just when they think they've hit a dead end, Lucia comes to them on the beach and tells them that she's arranged a meet with Martillo. They are taken to the meet blindfolded and handcuffed, where Borrasca threatens to kill them in retaliation for killing Ramos. In a panic, Tubbs tells them that they are only middlemen, that the real buyer is a Cuban who didn't want Borrasca to know who he was.

Castillo accesses confidential files to get the background info on Borrasca, Lucia, and Edward Reese.

Tubbs, with Castillo posing as the unnamed Cuban, meet Borrasca at Lucia's club, and negotiate a deal for the ship. Later, Reese breaks into Castillo's house and once again tells him to back off of Borrasca, promising to tell him later who the drugs are sold to as long as he leaves Borrasca alone.

At OCB, Switek goes over the bugs and the wires for the buy, and Gina brings in the $2 million good fatih money. Castillo goes over the plan, while waiting for word whether Reese's operation is sanctioned or not.

Castillo still hasn't received an answer when Reese shows up telling him that he needs to back off. Castillo insists that he's going to take Borrasca down, despite the fact that he's been temporarily cut out of the information loop.

Reese tells Castillo that he knows how to terminate the contract, but that he knows Castillo won't go through with it. As he leaves, Reese says that he'll try not to hurt any of Martin's people.

Borrasca is satisfied with the money, and takes Tubbs to the ship to inspect the drugs. After confirming the quality of the drugs, the team moves in to make the bust, but after they've got everyone down, Reese arrives in a helicopter. His gunner shoots all around the group, telling them that Borrasca is to come with him. Borrasca hesitates at first, but jumps into the helicopter. As it flies away, Reese tells the gang to give Marty his love. Just then, a laser sight trains on Borrasca's chest, and a shot rings out.

Tubbs comes to see Castillo at his home, to give him an update on what happened to Borrasca. Castillo tells him that he already knows. He then explains to Tubbs that there's a code he's always tried to live by.
